WordPress solves all these problems of yours. There are many WP hosts which provide managed wordpress which you can just sign up and start posting. And which also allow you to put in your design elements by just copy/pasting to your theme’s css box. Ah and of course, you can select many themes even in fully managed WP hosts.

Additionally, if you go further and install your own WP, you can practically do anything.
