Uhhh... You get what you pay for. If you go to places like Fiverr or ask from a-few-dollars-an-hour profiles in Upwork, that will be what you get. Incidentally its the exact same thing if you just get a WP website from any web host and install a free or $30 premium theme and select a visual/template yourself. And WP is not complicated at all - 43% of all the web sites on Internet being WP, you can say that its pretty easy. Its just that you cant expect someone else to do what you need for a $5-$10.
