They were outsourcing whatever they could before. The landscape doesnt change with Great Resignation - they did outsource everything they could, and they will do so now too. That doesn't affect anything.

Also - you seem to have the impression that top talent will work for outsourcing firms for dimes. It doesn't work like that. Top talent costs similar even in India, Philippines or anywhere else. Just minus the outrageous monthly rent in SF.
