The knowledge and awareness of definitive history of the development of the political system in Europe and large part of the world are scarce because the existing Capitalist establishment keeps it a mystery. Anything good is claimed in the name of Capitalism - including the fruits of social programs. Its only by following independent sources that one can learn these.
There is no need to imprison poets in Capitalism. The 'market' takes care of the heretics and the rebellious. Everything depends on how much money you have - including your base survival. If you can't muster the money for survival, you won't have any time to write rebellious poems. And even if you do, nobody will read those since the distribution and the publication is concentrated in the hands of few media cartels anyway. You could eke out a survival by reaching to a niche segment. If you can't even do that - no worries: You can either bow your head and get a 'proper job' and work in the system to earn enough to eat. Or the police will kick you out of your home when you cant pay your rent or utilities. Problem solved - repression without the state needing to intervene.
If Modi follows a path anything like how various other countries from Russia to China are doing, that would be pretty socialist enough (French Socialism of 1960s).
