Remote work is the answer.

There is no way to fit increasing amounts of people into a set amount of physical space. You either have to go tall like China does and therefore manage to fit many people in a set amount of physical space, or you have to go wide, and increase the amount of physical space you have.

This cannot be solved. There isnt one single growing or large metropolis which solved this problem. Increasing population will always create housing shortage.

The solution to this is remote work. We already developed many tools for remote work, and many organizations are using it to differing degrees, and there are dozens of large pioneering organizations which are totally remote. It works. Independent of physical location or timezone, it works. It works even asynchronously.
