One problem is that productivity has absolutely no objective measure. No actual, solid, reproducable metric. The only way to know whether you are getting the max output from an organization is to push it to the limits until people burn out and leave. Because that's their limit. Therefore productivity just keeps getting pushed as people burn out, and the organization can know that they are getting max out of any unit.
