Nope. The individuals and small to medium businesses in low-code space cannot afford or risk majority of cloud services. Even the egress costs are a gigantic unknown for them, leave aside all the complicated costs which add up as you use things. "I wonder whether my cloud bill will be $20 or $150 this month" is not something that is tolerable for a small shop or individual. And medium businesses don't like such unknowns.
Yeah, no code development will boost the low-end startups, true. Because these are founded by people who know such things and who can manage such things. But for the actual users of low-code - that wont be happening until cloud providers wise up and start providing them predictable, clearly-defined, understandable all-in-one packages.
