They do. But some establishments in some countries are dominated by very old men, average over 70. And they are still keeping late 20th century alive because that's what they know. Add to this the elitist sentiments that push them to need being 'at the top' and dominate others because they are 'better', you get the current picture. The US is a good example. Entirety of US Senate is comprised of dinosaurs. Along with the top elite of the US which it represents.
