Embodied cost is calculated in the carbon footprint of all energy sources. Electricity is not automatically classified as an environmentally friendly source just because its not coal or oil - because it could be produced by burning coal or oil. We only classify any given supply of energy as environmentally friendly if it entirely is so, regardless of their type. Therefore when it is said that the power in a country comes from 40% renewables, it means that 40% of that country's energy is entirely environmentally friendly and the rest is yet not. Which means that there wouldnt be any problem with using much more energy if the energy supply of a country is 100% environmentally friendly.
